DAY OF GUIDED TOUR

Before the meeting proper, the GOL participants were invited to a guided tour organised by Stichting Nederland Kennisland and containing the following agenda items:

THE MEETING


Welcome address

Mr. Jan Willem Holtslag, director-general for Public Administration of the Dutch Ministry for the Interior and Kingdom Relations, gave the welcome address.

Mr. Knut Rexed talked about his expectations on the GOL work and the issues to be addressed by the Leiden meeting. (99 kB, ppt)

Reports on carry-over GOL projects


Country Reports

A lively, interesting and informal interchange of hot topics and views on the future GOL work took place in a round table format. The following GOL members submitted documents for the GOL web:

GOL Work Programme

It was decided that GOL should focus on a few project for work between the meetings. Two projects were selected. The Netherlands will coach a project on e-Democracy (28.5 kB, rtf), and Norway will coach a project on Portals. The project leaders Ms. Poland (e-Democracy) and Ms. Vik (Portals) will work with individual GOL members and via the GOL web.

Chair meeting conclusion

It was decided that:
  • The full name of GOL shall be Government On-Line International Network.


  • We are a voluntary grouping of public servants engaged in developing government on line, working for governments or intergovernmental organisations.


  • Our purpose is to

  • - share information and intelligence, informally and collegially
    - explore selected areas of mutual interest
    - work on joint projects as an extension of our coming together
    - disseminate the results of our work in our own administrations.

  • Our members

  • - are working with government on-line issues,
    - participate with the consent of their government or organisation
    - are expected to be active contributors to the network
    - are expected to have a good network at home and to use it.

  • Our field or work is the effective use of ICT to rapidly improve the access of citizens and businesses to government data, the quality of their interactions with the Government, and the Government’s own business operations. This includes:
    - the use of ICT to involve citizens in planning and design phases in order to increase trust and transparency, and to strengthen democracy,
    - modernising and re-engineering public services in order to use the full potential of ICT


  • GOL will undertake activities in support of improved services to citizens, through the most effective application of current and emerging technologies. This includes the wider effects which these technologies will have on the business and social processes, within which they are embedded.


  • We will focus on
    - identifying and describing possibilities and potentials
    - inventoring what has been or is being done
    - comparing experiences and achievements.


Future meetings

Mexico will host the next GOL meeting, which is scheduled to take place in the Summer of 2001. Thereafter France will host a meeting in the Spring of 2002.
